Then MLB needs to take away their first round pick this year at the very least (and another high pick besides) assuming they signed a major prospect outside the rules. You can't have this kind of systemwide cheating go unpunished other than the GM himself losing his job.

Being Antitrust-exempt, so basically not bound by US law, some pro sport franchises cynically operate knowing the penalties for transgressing the rules will never match the spoils of their transgressions. That’s in the rare event they’re actually even caught. The best example is the NE Patriots. But other teams are learning.
