Pretty sure Joe means he could be an asset defensively at 2B rather than a subpar defender at the most important defensive position on the diamond. Plus, the differential between the two positions is a mere 5 runs according to Fangraphs' positional values. If hes an above average fielder at 2B versus below at SS, hes probably more valuable at 2B.
With that said, I would probably keep him at SS for at least a full season to get a look at what he can do. If they come up with a conclusion that hes just not very good there and can probably be a plus at 2B, then move him.

This isn't a situation where a year at SS is going to retard his ability to play 2b. How much time of 2b does someone need to play (after being a career SS) to feel comfortable? I'm guessing not much

His 2009 scouting report on Perfect Game says his fastball hits 90, so I'm guessing he's got a nice arm. Really would be intrigued to see Evans give it a go at catcher.

Unless he's going to catch (unlikely) absolutely play him at SS. Sometimes, rarely though, a guy many feel will not play short in the bigs ends up sticking there like Jeter for example.

Don't remember where, but I remember reading recently that Evans has no interest in moving behind the plate.

Every scouting report says his arm is average at best. Mike Diaz said his arm would be the reason he would have to move to 2b.

Odd, he has the strength if he is in fact throwing 90, perhaps it's an issue of mechanics? Maybe he's doing the DW side arm instead of throwing overhand. I say start him at SS and work with professional coaches and if there are still problems move him to 2nd.
