+1 to the in some stage of production movies list, Marvel's Runaways.
+3 to the tv list, all Marvel, Hulk (been done before), Cloak and Dagger, and AKA Jessica Jones (the comic called Alias whose name they can't use for the show because of the other show of the same name).
I haven't watched The Cape. Ratings are dreadful on it. I think it's suffering from people associating NBC and superheroes with the train wreck that was Heroes.
This show is in the UK, though if you look in the right places you can find it all online, but I really love Misfits. It is like a comic answer to Heroes (it did get a bit melodramatic in the second series), but, this is a story of a bunch of quarterlifes doing community service in London and by way of electrical storm find out they have powers. Some of the basic superhero powers and some are just ridiculous. It really does a good job going all over the place.
Only over a dozen episodes to work within two seasons (I think that is some reason why Heroes did fall apart when it could have helped to have a dozen episodes a la on the major cable networks, although the budget would have been a real change).
