No.

Santana is the Cy Young.

No shot. Johan Santana destroys him in every category:

ERA:
Santana - 2.77
Wang - 3.57

K/9:
Santana - 9.0
Wang - 3.0

BB/9:
Santana - 1.5
Wang - 1.9

DERA:
Santana - 2.95
Wang - 3.66

VORP:
Santana - 79.6
Wang - 55.4

Playoffs? Yes for both.

He'll get ome votes but it's Santana by a mile. Wang has been that team's ace tho. He changes that rotation.

Wang has the best sinker in baseball(yes, better than Webb's, Wang throws his about 2-3 MPH harder than Webb).

tip of the hat to the yanks with a supposed barren farm system they produced Cano, Wang and Melky. While i don't think melky is great he is at least an average ML OF'er. Cano is going to finish top 3 in the BA race and Wang is going to finish top 5 in Cy Young voting.

I dunno, but I find it hard to believe Wang will ever be this good again pitching to so much contact.

He got something like 40 double plays. I would bet that he never sees a 3.50 ERA again. A lot of that is complete luck.
