Rubin actually implies that they're carrying Herrera because they don hint he's better and realize thy will likely lose whoever of th 2 is chosen, if one is chosen, due to th need to DFA and each's ability to refuse an assignment.
Not really a surprise; this front office doesn't seem to like Herrera very much. But they could have kept both by assigning them to AAA and carrying a 40-man arm like Carson. I just don't get why you would force yourself into making a 40-man cut for a guy who will be on the roster for 2 weeks max.

Let's also not lose sight that Byrdak is 38 and had a career year last year. Not really a given he's anywhere near as good- and again, has a 38 yr old body to maintain thru a season. If th org think is that Edgin needs time, in addition to the 40 man cut, I wouldn't be so quick to toss aside a guy who, at least least, has enjoyed success as a major lg LOOGy and has been better than that in AAA.
We've heard almost all offseason that they really aren't crazy for him. Rubin kind of just proved that right now too (see MJ's post). They did cut him in the offseason as well.
I wouldn't put much into the fact they traded for him; that was just a salary dump trade. I don't think Sandy would've complained if he received a bag of balls in return.

Like I said, at this point, the best way to go about it is putting Beato and Carrasco on the 60-day DL. Then you just need to make one cut, which should be pretty easy (Arm-Rod).
If Byrdak is only out for the first four games, then there's no reason to DFA someone to put Herrera on the roster. Even if the move would just be to put Beato on the 60, there's still no reason to then DFA Herrera when Byrdak returns. If the Mets think he's anywhere near useful, just send him to Buffalo and get by without a lefty for the first 4 games. It's not unfathomable that Herrera would get claimed this time of year.
OTOH, if the Mets truly want 2 lefties in the bullpen, carry an extra bat for the first 4 games (read: Valdespin) rather than adding Batista. And if you don't want to start Jordany's clock (he'll be up this year eventually anyway), recall Satin for the first 4 games.

I have some hope they dump Batista when Byrdak returns but that probably won't happen either.
Right now, we're looking at 3 cuts: one for Baxter, one for Batista, and one for Herrera. I assume Hairston will be ready, so that at least saves a cut.
There is a way around this though; the team could pull a little trickery and stick Carrasco and Beato on the 60-day DL, lessening the amount of required cuts from 3 to 1. Then you cut Arm-Rod.
A lot easier said than done, obviously, but hopefully we see this.

Mejia comes back in maybe a month, and, at some point they might need 3 catchers - so that's 2 spots to probably open up down the line.

Mejia is not on the DL. As you said, there is no DL in the off-season and Mejia was recently optioned down to minor league camp. The Mets have no interest in having him accumulate service time while disabled when he can be on a minor league DL instead.
To be put on the 60 day DL, which he never was last season, he would first need to be recalled to the major league roster and he would accumulate major league service time, and get major league pay, per diems, etc. 0% chance they do that.

I'm going to wait for the moves to happen before getting upset about how the 40-man is being managed. But the goal should be as lose the least amount of players as a result of Byrdak's injury.

that goal already looks unlikely if DRH is making the team over someone like Carson or Schwinden. Their obsession with carrying a "better" lefty for 1-2 weeks at the expense of losing someone off the 40 man is downright Omar-like.
