Question about runoffs.
When there is a runoff why is the loser not placed next in line?

Like the Newton/Kay runoff. Newton was voted 10th but why wasn't Kay placed at 11 since he tied for 10th.

I think the easy answer is that a lot of folks were between Kay and another so it might not be necessarily true that he ranked 11.

It’s possible that those who voted for Newton wouldn’t necessarily vote for Kay in the next ballot. It happens a lot where a runoff loser will end up not winning the following poll.

Plenty of times the loser of the run-off doesn’t end up getting voted for the next spot.

We had that situation happen multiple times during last year’s top 50 vote, I remember.

Even those that do vote for the loser during the run-off only have 2 choices and they might go with a different choice for the next spot.
