If the 2 leaders are within 5% of each other, or the leader has less than 30% there will be a run-off between the top 2. If a run-off results in a tie the tiebreaker will be vote total in the previous poll, we will continue to "go back" in the polls until there is a clear leader.

Not crapping on Haggerty but it's worth noting this site didn't have him top 30 in the Indians system

Like you said, it's subjective. FG also had him #22 in the Tribe's deeper system April 2018 so they didn't just find him.

But it's a confluence of ours being a shallower system, and that rankings are subjective to begin with. As it relates to our rankings, I think it would be hard to make a case for him not being inside the top 30.

We have Luis Guillorme at 19... and Thompson at 23. I'd have Haggerty ahead of both. But our system def drops off once it hits about 20 deep.

This list has 35 names, neither one is mentioned (and that doesn't include 13 that "dropped off"

Walker Lockett, RHP
Age: 24

A fourth-round pick in 2012, Lockett battled injuries and immaturity and found himself yet to pitch above low Class A four seasons into his pro career. He righted the ship and ascended rapidly the last two years, culminating in his major league debut in 2018. Lockett is a big 6-foot-5 sinkerballer who relies on inducing grounders to make it through his starts. His 92-95 mph sinker does most of the work, and he’ll mix in a hard upper 80s changeup to get grounders too. He also has a low 80s curveball. Because Lockett doesn’t have any swing-and-miss stuff, he’ll avoid the strike zone too much at times and issue too many walks. He also has been hittable when he doesn’t get his sinker down enough. Lockett will be still just 24 on Opening Day, and has a chance to become a groundball specialist at the back of the rotation or out of the bullpen with some refinement.

So if Dowdy is 34 with what sounds like a similar profile/upside I don't think 39 is some insane slight.
