The Mets signed Tovar as an international free agent in October 2007. He played in the Liga Paralela that winter before joining the VSL Mets in 2008. He came stateside to play for the GCL Mets in 2009. Tovar is a native of Santa Teresa Del Tuy, Venezuela.
